Following the base building quest line is one long way to unlock this achievement. I had an hard time to find the ingredients to craft the circuit board and didn't find any trader selling it.
But i just found out that the base computer will give blueprint for a small rover, if one doesn't forget the base computer archives quest in the log. Each time you return to base, select the quest in the log and "talk" to the base computer. Often, if it give you something new to build, you have to build it or else the quest won't progress. Then there will be a timer of about one and an half hour for unlocking the next part.
The small rover unlock toward the end, at 82% decryption of the archive.
