She obviously used that old trick about thinly tracing lip liner outside the border of the lips to make them look fuller, but it's a tad too obvious here, because the liner's a couple shades too dark. Also, the liner seems to have gotten smudged away in her cupid's bow area, only adding to the strange blurry-outlined mouth. Oops! Oh well, I'm sure it was hardly noticeable in real life, vs. these crazy close-up photos we overanalyze after the event. Still, I admit, we like occasionally spotting a wee chink in celebs' aesthetic armor.
