"To create this, I used a vibrant, almost fluorescent cream eyeshadow pencil on her lids, then went over it with a more natural-looking purple shadow," Dedivanovic says. "When you use a cream shadow then press powder shadow over, it creates a beautiful silky, velvety texture."
